CSD-5909	Java Runtime	When using an `AQ_File_Download` or an `AQ_DocumentLink` container, file names containing non-ASCII characters would result in an invalid Content-Disposition header in the file download response, causing issues with downloading the files.	When using an `AQ_File_Download` or an `AQ_DocumentLink` container, the character encoding for the file name field will now be set properly (to UTF-8), allowing the use of non-ASCII characters in the file name.
CSD-5558	Encore	Editing the description of an element in the properties panel could inadvertently reset the cursor position when the description field grew or shrunk in height.	The cursor position is no longer reset to the end of the description upon a resize.
